Then locate “plug and play services”. Right click on it, disable and enable the service. Click on “ok” and then restart the computer, check whether the USB is detected.

There's no Enable/Disable button when I right click on Plug and Play services, I could only find Restart, Stop, Resume etc. Tried Restart and Stop options, both didn't work. Have got the same problem: sandisk 'ultra Fit' 64gb flash drive (exFAT) isn't recognised by two PCs with win10. It does work with win7 laptop at usb 2.0 port without problems. Win 10 does not recognise it at all - there is nothing at device manager or administrative tools.

Tryed to uninstal usb drivers - did not help. Win USB troubleshooter says usb controller is in failed state or is not currently installed at one of the PC, at another one it does not find any issues, but PC still did not see my flash device. Both of the win10 PC see other usb 2.0 and 3.0 storage devices. Have got the same problem: sandisk 'ultra Fit' 64gb flash drive (exFAT) isn't recognised by two PCs with win10. Do the two Win10 PCs have only USB 3.0 ports, or have you tried the drive with USB 2.0 ports on them too? Can you check whether the BIOS/UEFI settings on the two PCs displays the drive at least? Have you checked the manufacturer's site for both PCs for BIOS and driver updates? Is Windows updated on both too? If you format the drive on the Win7 PC as NTFS then does it show up on any of the PCs by any chance?
